Doctor Ingeniero de Telecomunicación

LUIS SALGADO was born in El Ferrol, Spain, in 1965. He received the Ingeniero de Telecomunicación degree (six years engineering program) with honors in 1990, and the PhD in Communications with “Summa Cum Laude” in 1998, both from the E.T.S. Ingenieros de Telecomunicación (ETSIT) of the Universidad Politécnica de Madrid (UPM). From 1990 he has been member of the Grupo de Tratamiento de Imágenes (GTI) of the UPM, where he was a Ph.D. scholar of the Spanish National Research Plan from 1991 to 1994. Besides working as Research Assistant at the GTI in the computer vision and video coding research fields, from 1995 to 1996 he was Assistant Professor at the Universidad de Alcalá de Henares (Department of Automation). Since 1996, he has been a member of the faculty of the UPM (Signals, Systems and Radiocommunications Department), from 1996 till 1999 as Teaching Assistant and then as Associate Professor (tenure in 2001) in the field of telecommunication technologies. From 2002 till 2007 he has been Responsible and Coordinator for Doctoral Studies at the Signals, Systems and Radiocommunications Department of the UPM. From September 2012 he has also joined the Universidad Autónoma de Madrid as Associate Professor at the Escuela Politécnica Superior (Electronics and Communications Technology Department).
His professional and research interests and areas of expertise include: image and video processing and coding; computer vision, video based surveillance, vehicle environment analysis and ADAS, traffic monitoring and RGB+D contents analysis; graphics and multimedia applications for e-learning and culture; digital and 3D television. His research has produced more than 100 publications in international journals and conferences. He is Associate Editor of the Springer Journal of Real Time Image Processing and Technical Program Committee of several International Conferences. He has been deeply involved in both Spanish national and European funded research projects, among others: TEC “Enhanced 3DTV”; IST “I-WAY” – video-based ADAS; PSE “TECMUSA” –on-board video-based traffic monitoring; Esprit “VICTORIA” & “LOCOMOTIVE” – video-based traffic monitoring; TEC “Smart Vision” –multi-camera video surveillance-; CM “Pro-Multidis” – video-surveillance; IST “SLIM-VRT”, Avanza I+D “MUSEOS 2.0”, Profit “CANTIGA”, IST “ORION”, Esprit “TOSCA”– computer graphics based e-learning, cultural heritage and tourist apps.
His teaching activities in undergraduate courses cover the following topics: Operating Systems, Telecommunications Systems, Transmission Systems, Digital Television and 3DTV. In postgraduate courses, he is teaching Computer Vision, and Computer Graphics.
Additionally, he has been actively involved since 2000 in Spanish National Projects Evaluation, and from 2001 he has acted as auditor and reviewer for the EC for Information Society Technology (IST).
